Action star and Tourism Promotions Board (TPB) chief operating officer Cesar Montano is facing complaints by TPB's employees over his alleged wrongful doings as the board's operating officer. TPB's employees sent the Presidential Action Center a letter of complaint against him.

Inquirer reported that the letter contained a list of 24 scenarios where Montano allegedly misused his power as TPB's highest ruling official. The letter included his entrance into multi million pesos' worth of unjustified contracts and appointment of his own staff whose functions are of the same as the incumbent employees.

One of these said unjustified contracts is the board's P 16.5 sponsorship of a company that produced the rally for President Rodrigo Duterte on February 25 at the Luneta Grandstand.

TPB also sponsored an overseas concert featuring James Reid and Nadine Lustre. The board spent P12 million for this concert.

The letter of complaint also includes Montano's work ethics such as leaving meetings earlier than the schedule, his inability to sign documents urgently and his lack of attention span during their executive meetings.

TPB employees were also complaining about Montano's domestic trips which were paid by the board despite being irrelevant to their programs.

The Tourism Promotions Board (TPB) is a corporate body under the Department of Tourism. President Rodrigo Duterte appointed Cesar Montano as the TPB COO in 2016.
