Cerilo "Athel" Alcala is the brother of Proceso Alcala, former Department of Agriculture secretary and Vicente Alcala, Liberal Party congressman. 

The Alcala brothers were marked by some as the "Aquino untouchables" due to the alleged involvement of Athel in illegal drug trade and Vicente in the pork barrel scam during the Aquino administration although remains uncharged. 

Athel Alcala had been identified as one of the big-time Shabu traders in the city of Lucena and a few towns in the province of Quezon. On recent news, He have just surrendered to authorities due to drug charges.
